The term Star System is originally from film industry, a method of creating movie characters basing on one Hollywood star. If a character with same appearance and name appears in different films, the scriptwriter who made the character is applying the Star System to the character.
Star System is a system often used in HoYo Multiverse between different games. Centered in Honkai Gakuen 2 (Girls Gun Z, previous series of HI3) or Honkai Impact 3rd, characters with same or similar name and appearance, color palette appear in different games of HoYoverse. In most cases, they hire same voice actors for JP and CN voices.
In EN community, they usually call the term “expy” characters.

WELT YANG
Bonus. As an exemption, Welt is the only character so far that is confirmed that is the same person who crossed the universe (from HI3 universe to HSR universe). Welt is formerly the Herrscher of Reason (before Bronya Zaychik), the leader of Anti-Entropy (just think that both roles took important parts of the lore). The people who are reflected in the broken glass of his splash art in Honkai: Star Rail are the significant people who affected his life. Red-haired girl is Tesla, his companion in Anti-Entropy and his potential lover. Navy haired-man is Welt Joyce, the previous Herrscher of Reason. At the back, the blonde mysterious man is Void Archives, Welt’s traveling partner before he landed in the Honkai: Star Rail Universe.
